A simple question: to which department should the pressure vessel manufacturing process sheet be issued?

As the title suggests, I just started working at a small company. In this company, the process cards for pressure vessel manufacturing are first sent to the quality control department, and then from there they are forwarded to the production department. Personally, I think the process cards should be sent to the production department first
How is it specified in the warranty manual? This is a quality control document!
Here, we proceed with production directly. What are the responsibilities of your quality control department? Do I need to inspect the technical documents first?
For other reasons, I haven’t seen the quality manual yet
I also think production should be initiated directly; the company’s process is a bit strange, probably to make it easier to fill out the process cards

The safety and quality departments, to help them prepare the quality plan; however, it ultimately depends on how your manuals and procedure documents specify things.
The process and quality control departments prepare the quality plan; once the quality plan along with the process-related documents is ready, it is submitted to the document storage room. When production starts, the necessary documents are retrieved from the storage room and distributed. However, many companies these days have eliminated the step of archiving technical documents other than the drawings
Both quality inspection and production require process cards; otherwise, how can one know where special attention is needed during inspection? Temporarily checking the process and drawings in the workshop?
