I think it's the arc length, which is the cutting size. For example, the two values H and F are arc-shaped when welded to the cylinder. It is too troublesome to talk about the chord length, and the values are not much different, which has no practical significance.
According to the dimensioning method, the arc length dimension should have a small arc on it, but the standard is not rigorous enough.
Indeed, we should grasp something: That is, side wall plate lifting lugs are mostly used on large-diameter vertical container equipment. The larger they are, the closer they are to the plane, and the shorter the difference between the arc length and the chord length can be shortened. In addition, as you said, converting the chord length into arc length is too troublesome to calculate. Just press the expanded blank size (arc length value).
It is better to operate according to the arc length.
But when you produce the parts drawing, be careful - include the word "expand".
The standards are not strict. It should be the arc length
