Question regarding the inapplicability of GB24511_2017 stainless steel plates in the welding assessment NB47014

As the title suggests, in NB47014, under Part 2 of P7 – the normative reference documents – those with a specified date are not applicable; whereas GB24511_2009 has a specified date. What does it mean by \"not applicable\"? Do I need to do it again? Thank you
Please refer to Table 1 on page 11; all the referenced standards there lack year numbers.
By removing the year designation, it indicates that the latest version of that standard applies, and it takes effect automatically when a new standard is released.
