If the design temperatures of the tube side and shell side of a heat exchanger differ too much, how should they be divided?

As the title suggests, if the shell side is a low-temperature vessel based on temperature considerations, while the tube side is a regular vessel, then is this vessel considered a low-temperature vessel? There’s no need to make test plates for the pipe train, right?
The two processes are designed, manufactured, inspected, and accepted according to their respective operating conditions, with the common components meeting the higher standards required.
