What is the minimum volume of a atmospheric pressure storage tank?

I think there used to be a convention of 1,000 cubic meters, but the current standards do not specify a minimum volume for vertical storage tanks at atmospheric pressure. The question is: how should very small atmospheric-pressure containers be managed? Should all be managed as large storage tanks?
1000 cubic units is not small at all. Tanks with a capacity of under 200 cubic meters can be horizontal tanks
