This post was last edited by Zhang Junli on 2019-7-4 at 10:47. The implementation of TSG21-2016 on October 1, 2016 already weakened the concept of pressure vessel installation, and it also eliminated the requirement for installation inspection (such inspections were rarely carried out in the past as well). Clause 5.1 of TSG21-2016 requires that installation units must obtain the appropriate qualifications. Published on June 1, 2019: the \"Announcement by the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment [2019 No. 3]\」 incorporated pressure vessel installation into pressure vessel manufacturing, in line with TSG21-2016. May 29, 2019: “Opinions of the General Office of the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment, Market Regulation Special Equipment [2019] No. 32” – Item 15: Matters that do not require a license. For projects that are not required to be licensed under the new licensing requirements, have been accepted but no certificate has been issued, the licensing authority shall terminate the licensing process, inform the applicant that they are no longer covered by the licensing regime, and remind them to strengthen their management. On June 1, 2019, the implementation of TSG07-2019 \"Rules for Licensing Production and Filling Units of Special Equipment\" led to the abolition of TSG R3001—2006 \"Rules for Licensing the Installation, Modification, and Repair of Pressure Vessels\". On January 1, 2014, Article 23 of the Law of the People’s Republic of China on the Safety of Special Equipment came into effect. Construction units responsible for the installation, modification, or repair of special equipment shall, prior to carrying out such work, inform in writing the department in charge of supervising and managing the safety of special equipment under the people’s government of a municipality directly under the Central Government or a city divided into districts about the intended installation, modification, or repair work. June 1, 2003: Article 17 of the Regulations on the Safety Supervision of Special Equipment came into effect. The installation, modification, and maintenance of boilers, pressure vessels, lifting machinery, passenger cableways, and large-scale amusement facilities, as well as the modification and maintenance of specialized motor vehicles used within sites (factories), must be carried out by units that have obtained permits in accordance with these regulations. The following parts are highlighted in red as replies from the General Administration, but they could not be found on its official website: 1. Currently, units responsible for the installation of pressure vessels must possess the appropriate qualifications; after June 1, 2019, the provisions set out in \"Announcement No. 3 of 2019 issued by the State Administration for Market Regulation\" must be followed ; 2. Notification procedures must be followed before installing pressure vessels ; 3. The user entity shall complete the registration procedure as required. The State Administration for Market Regulation replied on April 9, 2019: “1. Overall relocation refers to the relocation without removing the pressure-bearing components and main structural elements; for example, in the case of pressure vessels, only the foundation bolts are removed.” ; 2. The installation unit of pressure vessels shall possess the corresponding qualifications. ”The responses from some supervisory agencies to inquiries were also unclear; they stated that it was required, but regarding the qualification needed for installing pressure vessels, some said it was not necessary while others claimed it was. Based on the above requirements, it can be determined that: 1. It is necessary to inform the relevant authorities before installing the pressure vessel, and a copy of the installation qualification certificate bearing the official seal must be provided to them. 2. Installation falls under the category of manufacturing; installation itself constitutes manufacturing, and manufacturing qualifications are required for it. However, activities that do not involve removing pressure-bearing components or major load-bearing structural elements do not constitute installation. Please let the others discuss it. As pointed out on the 4th floor, the qualifications required for installing pressure vessels include: 1. Qualification for manufacturing pressure vessels, 2. Qualification for installing boilers, 3. Qualification for installing pressure pipelines. General Administration for Market Regulation Document No. 3 of 2019: 1. The parameter levels for boiler installation permits are specified in Note 2. 2. The parameter levels for pipeline installation permits are shown in Note 1. 3. The installation of fixed pressure vessels does not require a separate permit, and the installation of various types of gas cylinders also does not require a permit. 4. Pressure vessel manufacturers may design and install pressure vessels of the same manufacturing grade as those they produce, as well as industrial pipelines connected to such pressure vessels (with the exception of flammable, explosive, and toxic media, and without restrictions on length or diameter) ; Boiler installation units or pressure pipeline installation units with installation qualifications at any level can carry out the installation of pressure vessels. 5. The modification and major repair of pressure vessels shall be carried out by units that hold the corresponding manufacturing license, and no separate license is required.
Installation of fixed pressure vessels does not require a separate permit
According to the text, it is incorporated into the manufacturing qualifications; the regulatory authorities replied that the license has been revoked, so the outcome is the same.
In accordance with the \"Announcement by the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment – Document No. 3 of 2019\", those who hold qualifications for container manufacturing may install containers of the same category, while those with qualifications for boiler installation or pipeline installation may install pressure vessels of any category.
I didn’t read it carefully; thanks for pointing it out! 1.
Cancellation of independent pressure vessel installation inspection
It’s not easy to discuss this topic; back in 2016, when the procedures were handled in Leshan, Sichuan, it was made clear that there was no need for supervision during the installation of pressure vessels. However, in Inner Mongolia in 2017, supervision and inspection were still required for the installation of pressure vessels. So it can’t be generalized.
Most of the previous installations no longer qualify as installations; on-site welding and assembly are considered on-site manufacturing. What was previously referred to as installation now only requires notification that no supervision is needed; however, in order to avoid a range of issues (such as welding of key pressure-bearing components and on-site inspections) and to shift responsibility, the supervisory authorities still need to issue inspection reports as before.
Once learned, no separate installation qualification is required.
Installation inspections are still carried out in some areas. By preventing inspections, isn’t that cutting off some people’s source of income? ! It’s all about interests. If there’s no inspection, how can your property owner register and obtain a use permit? How to conduct regular inspections smoothly? Can I still stay in this circle from now on? ! ;P;P
That’s so accurate! The same place also has different implementations.
