Regarding the issue of the set pressure for the steam generator safety valve

The new waste heat evaporators installed in our factory are each equipped with two safety valves. Why do these two safety valves have different setting pressures – one at 0.58 and the other at 0.6? What is the basis for such a design?
Two safety valves can be installed, either as a main valve with a backup valve (usually the setting pressure of one is 1.05 times that of the other), or as one in use and one as a spare.
What is the basis for this design? Are there any relevant standards or specifications?
What is the design pressure of the container?
What is the design pressure of the equipment?
I’ve read this regulation; it doesn’t explain why the set pressures of the two safety valves on one boiler are different – it only specifies a requirement regarding the number of such valves.
