Discussion on anti-collision devices

In the indirect condenser designed by the company, in order to prevent the steam from impacting the heat exchange tube, an anti-collision device (similar to a guide tube) is installed at the steam inlet, and a series of holes are opened on the guide tube. Please tell me, the distance between the anti-collision device in the shape of the guide tube and the inner wall of the cylinder must comply with GB151-2014 6.8.1.2 .4 a) requirements?
It is not as easy to use as the traditional one. Looking at the thousands of heat exchangers our company has made in the past, this kind of tube leaks a lot. Is it related to this structure? It is not clear. But from the overall statistics, this kind of tube leaks a lot, especially the horizontal ones. Do not use the ones with guide tubes.
We have never used this before. Have we done any CFD simulation calculations?
It is an out-of-class container used in environmentally friendly water treatment equipment. .
