Why does the standard not specify a minimum wall thickness requirement for the cylinder in the case of side plate-type lugs?

In HG/T21574-2018, there is no requirement for a minimum wall thickness of the side wall plate lugs. Therefore, for equipment with a thin wall thickness but large mass, could there be an issue of excessive local stress at the location of the lug shims, and how should this be addressed? I currently have a skirt-supported container with a diameter of 4.7 meters and a tangent distance of 6 meters, and a wall thickness of 14 millimeters. I suddenly thought of this question; I’m hoping experts can help answer it
