Issues regarding the pressure test of containers with specified maximum allowable operating pressures

A vessel is specified with a maximum allowable operating pressure; in accordance with GB/T150, the pressure value used in the pressure testing formula is the maximum allowable operating pressure instead of the design pressure. So, during the testing process, does the design pressure also need to be changed to the maximum allowable operating pressure?

This clause simply states that when calculating the pressure for the withstand test, the design pressure in the formula should be replaced with the maximum allowable operating pressure.
Check the design pressure mentioned in clause 11.4.9.4 of GB/T150.4.
There are two opinions now, and I hope everyone will discuss them more.
