Issues regarding the design draft documents for pressure vessel code compliance

In the design regulations for fixed pressure vessels here, referring to Note C-2, my understanding is that if I apply for design approval under the regulations for fixed pressure vessels (metal containers), I only need to provide 4 sets of test design documents for metal containers (including 1 set for Class 3 pressure vessels); there is no requirement to meet the specifications outlined in the sections related to block-hole structures and fibers. Is my understanding correct?
At the current stage, the implementation of the new licensing rules is still chaotic, as the rules do not distinguish between metal and non-metal equipment. Anyway, the rules established by my company apply only to metal equipment; there are no restrictions on non-metallic equipment.
Yes, 4 sets of steel will suffice. However, one set each of heat exchangers, spherical tanks, towers, and reactors is required, with at least one of them being high-pressure.
