Is external loading considered for the takeover flange?

When the pipe joint is subject to external loading requirements, does the pipe joint flange need to take such external loads into consideration? For example, if the design pressure of a container is 1.6 MPa, can a flange with a maximum allowable operating pressure of 1.6 MPa at the design temperature be used? In some long-distance pipeline projects, the design pressure of the pipelines is often 1.6 MPa, 2.5 MPa, or 4.0 MPa, etc. The pipeline flanges and valves are selected as PN16, PN25, or PN40; it’s not clear how to choose the appropriate pressure rating for the connection flanges of the pressure vessels that are connected to these pipelines. Another question is: if the pressure vessel diagram does not specify the allowable external load on the pipe connections, or states that \"the pipe connections of this equipment are not subject to pipeline loads or other external loads,\" how can the piping team carry out stress verification?
It is generally chosen to be slightly higher than the design pressure!
According to D.2 in Appendix D of SH/T3074, \"when the external load on the pipeline exceeds the values in Table D.1-1, verification calculations shall be carried out using those specified values.\" ”
