Recently I have seen some pressure vessel drawings, which give the design pressure and working pressure, but not the maximum allowable working pressure. I would like to ask, what is the significance of the working pressure given here?

There is no maximum allowable working pressure, probably because the equipment does not have a safety valve and does not require air tightness testing.
