How do I pay for the pressure vessel design training organized by the RCBC?

As the title says. I can’t make a transfer to \"China Special Equipment Inspection and Research Institute\", account number: 1101 2111 2555 01, using Alipay; it shows that \"this card does not support transfers“. What should I do?
You can only contact them by phone; under normal circumstances that’s not possible. They’re only accepting transfers at the moment! Now there is a separation between examinations and training; the exams and training are done separately, but in reality it’s still the same people who handle them.
It’s difficult; I still haven’t been able to attend the training yet? !
