Are there any qualification requirements for design firms when it comes to designing tanks for extremely hazardous media? Additionally, are there any qualification requirements for the design of tanks storing explosive materials?

Previously, a license was required to design vertical cylindrical storage tanks (under normal pressure or slightly positive pressure), but this requirement was abolished many years ago. It is not clear whether a license is needed for on-site manufacturing; I have not been involved in the manufacturing process. The design of large vertical storage tanks for crude oil and refined products does not require any special qualifications; moreover, the hazards associated with extremely hazardous substances are not clear, and there have been no projects involving such substances.
