Does anyone know whether the longitudinal seams of pressure vessel cylinder sections can be outsourced for welding? Is there any regulation on this?
No, but manufacturers often do this.

The "License Rules for Special Equipment Production and Filling Units" clearly stipulates that welding work shall not be subcontracted.
