That should be a reinforcement ring, also known as a reinforcing strip, which serves to strengthen the tank wall. Only tall and slender structures require wind resistance measures; short and stout ones are not affected by ordinary winds. Wind resistance is achieved by eliminating the vortex street effect on the downwind side, and thick tanks do not generate vortex streets.
I agree with your view. The reinforcement ring is a steel plate, channel steel, or angle steel used to strengthen stress concentration areas; in simple terms, it serves the purpose of reinforcement. The wind-resistant ring has a continuous spiral shape, designed to disrupt the vortex effects caused by air flow and distribute some of the force to the ground. This is just my personal understanding; please correct me if I’m wrong
