TSG 21-2016 7.1.9 Requirements for Loading and Unloading Connection Devices: When loading and unloading operations are carried out between mobile pressure vessels and fixed pressure vessels, their connection devices must meet the following requirements: (1) The pressure vessels and the loading/unloading pipes or hoses must be connected using reliable methods; (2) There is an interlock protection device to prevent the loading/unloading pipes or hoses from being pulled apart ; (3) The material of the loading and unloading pipes or hoses used must be suitable for the medium and low-temperature operating conditions. The nominal pressure of the pipes used for loading and unloading high (low) pressure liquefied gases, cryogenic liquefied gases, and liquids must be no less than 2 times the operating pressure of the loading and unloading system; the nominal pressure of the pipes used for loading and unloading compressed gases must be no less than 1.3 times the operating pressure of the loading and unloading system. Their minimum burst pressure must be greater than 4 times the nominal pressure ; (4) The filling unit or the user must conduct a pressure resistance test on the loading and unloading hoses once a year. The test pressure should be 1.5 times the nominal pressure; no leakage or abnormal deformation indicates that the test is successful. Records of the test results along with the signature of the person who conducted the test are required.
