Questions on understanding the details of welder exams

Recently, while preparing for the welder exam, I went through the details of the exam guidelines again and have some questions regarding clause A4.3.2.1.2 on different types of steel grades； To give a specific example: I want to use GTAW-FeI/FeIV-6FG-12/18-02/11/12. Can it be understood that dissimilar steel pipe sheets capable of welding these two materials can also serve as substitutes for GTAW-FeIV-6FG-12/18-02/11/12 and GTAW-FeI-6FG-12/18-02/11/12? Could expanding the ending further by adding a sentence stating that \"when welding steel tube sheet corner joints (or pipe corner welds), the provisions in (1), (2), and (3) of A4.3.2.1.1 can be applied\" also broaden the scope of application? I would appreciate your advice!
A4.3.2.1.2 Different steel grades: Manual welders who use tube sheet corner joints (or pipe fillet welds) composed of different steel grades, and who pass the welding skill assessment, are considered to have passed the welding skill assessment for the higher-grade steel used in those joints. When welding steel tube sheet corner joints (or pipe fillet welds), the provisions in (1), (2), and (3) of A4.3.2.1.1 may be applied.

GTAW-FeI/FeIV-6FG-12/18-02/11/12 can replace GTAW-FeIV-6FG-12/18-02/11/12. GTAW-FeIII/FeIV-6FG-12/18-02/11/12 can replace GTAW-FeIV-6FG-12/18-02/11/12, GTAW-FeI/FeIV-6FG-12/18-02/11/12, and GTAW-FeII/FeIV-6FG-12/18-02/11/12.
Actually, it’s usually sufficient to use GTAW-FeII/FeIV-6FG-12/18-02/11/12 in everyday use, right? It can be used for both GTAW-FeIV-6FG-12/18-02/11/12 and GTAW-FeI/FeIV-6FG-12/18-02/11/12; one replaces two
Why do standards specify fillet welds? Can docking be used this way?
There’s no need to obtain a special qualification for working with different types of materials; having a level 4 welding qualification is sufficient for welding different steel grades and stainless steel. In my opinion, obtaining a special qualification for working with different steel grades is unnecessary – it’s enough to understand the basics; there’s no need to get complicated about it
