The D1D2 container design certificate is about to expire; how should it be renewed after the new licensing rules come into effect?

Please check the original text on the website of the State Administration for Market Regulation; an excerpt is provided below: The “Announcement by the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment” (No. 3 of 2019, hereinafter referred to as “Announcement No. 3”) and the “Rules for Licensing Production and Filling Units of Special Equipment” (TSG07-2019, hereinafter referred to as the “new licensing rules”) came into effect on June 1, 2019. To further implement Announcement No. 3 and the new licensing rules and to standardize administrative licensing procedures, in response to the issues that have been frequently raised during the implementation process, the Office for Administrative Licensing of Special Equipment under the State Administration for Market Regulation provides the following unified responses: I. Pressure Vessels (1) Regarding the preliminary design documents for pressure vessels. 1. The design regulations for fixed pressure vessels do not involve classification into different grades; the entities applying for certification (renewal of certification or addition of new features) must prepare design documents for large high-pressure vessels, medium and low-pressure vessels, as well as spherical storage tanks, in order to meet the requirements specified in “Table C-1” of the new licensing rules ; There is no requirement to prepare trial design documents for ultra-high pressure vessels (even if such documents are provided, the license will not indicate separately that ultra-high pressure vessels are involved). The design document shall include those for non-metallic pressure vessels, and the license shall state “includes non-metallic pressure vessels”. 2. The design regulations for mobile pressure vessels do not establish different grades; the entities responsible for obtaining certifications (or renewing/closing out certifications) must prepare trial design documents for five types of equipment: railway tank cars, road tank cars, tank containers, long-tube trailers, and tube-shaped containers. 3. Article 4 of Annex A to the new licensing rules, “Instructions for Filling out the Special Equipment Production License,” refers only to the design under pressure vessel regulations and does not include pressure vessel analysis design (SAD). Manufacturing units that possess the capability for systematic design and only design pressure vessel products of their own company can undertake the analysis and design (SAD) of the products they manufacture, provided that they meet the licensing requirements for the SAD sub-project; this shall be indicated on their license. The analysis and design approval personnel of this unit must pass the on-site capability assessment conducted by the certification and evaluation agency, and shall prepare at least one set of analysis and design documents. 4. Before a pressure vessel manufacturing unit obtains the manufacturing license, its trial design documents shall not be used for the trial production of the products to be inspected.
Trial design documents for large high-pressure pressure vessels (DN greater than or equal to 2000), spherical tanks, towers, heat exchangers, storage tanks, etc., should be prepared.

It depends on whether you want to obtain a separate design certificate. Currently, there are only two types of separate design certificates: rule-based design and analytical design. If you do not seek a separate design certificate, then you will need to renew it along with your manufacturing certificate; in that case, the certificate covers both manufacturing and design, and you will only be able to design products produced by your own company, not for external clients
1. Integration of design and manufacturing: If no external design work is carried out, it is possible to obtain certifications together. This does not mean that a design certification is not required; rather, the design capabilities are assessed simultaneously when obtaining the manufacturing certification; 2. The original Class D drawings will also be reviewed ; 3. The scope covered by the original Class D is different from that of the current Class D; if the design and manufacturing scope is not to be expanded, a separate request should be made to exclude A2 during certification ;
Now there are no separate D1D2 design certificates anymore; it’s all based on the rules for fixed-pressure vessels, and this applies to all cases except those involving ultra-high pressure
