Anti-freezing for U-tube heat exchangers

It’s a U-tube heat exchanger, and it’s vertical in design. There is no heating system in place at the moment, so how can freezing be prevented? The end caps cannot be removed
Option 1: Keep the medium inside in constant flow； Option 2: Shutdown – Close the inlet and outlet valves and drain all the fluid from the heat exchanger.
