Is an atmospheric tower a pressure vessel?

Tower type, the design pressure and operating pressure are normal pressure, the volume is 50m3, the medium is diesel, the fixed pressure vessel with product quality certificate written on it is a Class I pressure vessel. Can this be used as an outer container?
But the product quality certificate says it is a fixed Class I pressure vessel.
Solid capacity regulations stipulate: Classification with working pressure greater than or equal to 0.1MPa
But our local quality supervision department only recognizes what is written in the documents.
Class I containers must have a pressure of 0.10Mpa and a volume of 0.03m3. What is your basis for classifying them into one category?
Go to the manufacturer and ask them how they classify

1. The design pressure and operating pressure are both normal pressure. Why is it regarded as a pressure vessel? You should communicate clearly with the equipment manufacturer first to see if they can make changes. 2. Although the design is based on usage, whether it is a pressure vessel ultimately depends on the usage conditions, not the design. Even if it is marked with the TS mark, it cannot be subject to supervisory inspection of pressure vessels. Marking the TS mark can only mean that you designed it according to the container. How to use it in the end is left to the user. If you use a container with a design pressure of 10MPa to hold water, does this also require supervisory inspection?
