Operating temperature for tube-type containers and long-tube trailers

Whether it is the special standards for large-volume steel seamless gas cylinders, tube bundle containers, or long-tube trailers, they all specify that the operating temperature range is -40 to 60°C. However, the Mobile Gas Cylinders Regulations explicitly state that in China, a temperature of 50°C is sufficient. I’m not sure where the figure of 60°C comes from. I also checked the regulations from version 89 and version 2000, and in those cases it was directly stated that gas cylinders should be used at “normal operating temperatures (–40 to 60°C)”. I would appreciate some guidance from those with more knowledge on this matter!
My understanding is that the safety of using cylinders and trailers is related to the storage medium; when determining the filling capacity, it is necessary to take into account the highest possible ambient temperature. The normal ambient temperature should not exceed 50°C, but a margin needs to be included in the design, which is why 60 degrees Celsius has been chosen as the threshold – I’m not sure if this is correct.
