Do manufacturers of end caps for pressure vessels need a license for producing special equipment?
Excuse me, is there a source for this? I couldn’t find TSG07-2019
No, the licensing for special equipment manufacturing units is based on the categories listed in Order No. 114 of 2014 regarding special equipment, and end caps are not included in those categories.
According to Document No. [2004]31 issued by the State Quality Inspection Bureau, under the “Catalogue of Special Equipment,” the category of “pressure vessel components” includes “heads””
First, take a look at the classification of the main pressure-bearing components according to the code; then examine the calculations for the 150 main components; and finally, look at the manufacturing requirements specified in the standards for end caps!
It only mentions the quality assurance system; there’s nothing at all about permits!

The manufacturing license has been revoked. . Recent revisions to TSG 21 address whether supervision inspections are required for end caps: End caps with welds or those that require heat treatment after shaping need to undergo supervision inspection
There is no longer a need for certification for the manufacture of end caps, nor is mandatory inspection required for them. Nowadays, end cap manufacturers entrust inspection services for their own protection.
