Article 35: Special equipment users shall establish safety and technical archives for such equipment. The safety technology file shall include the following contents: (1) Relevant technical materials and documents such as the design documents of special equipment, product quality certification, instructions for installation, operation, and maintenance, and supervision and inspection certificates ; (II) Records of regular inspections and periodic self-inspections for special equipment ; (III) Records of the daily usage status of special equipment ; (IV) Maintenance records for special equipment and its associated instruments and meters ; (5) Records of operational failures and accidents of special equipment. Interpretation of the provision: This article deals with the establishment of records for special equipment. I. The purpose of special equipment users in establishing equipment records. Establishing technical files for special equipment by the entities that use such equipment is an important aspect of special equipment management. Since special equipment can develop defects due to various factors during use, it requires continuous maintenance and repair, as well as regular inspections. Some special equipment also needs to have its energy efficiency assessed. All of this is based on the original documents related to the design, manufacturing, and installation of the equipment, as well as on the records of any modifications, repairs, self-inspections, and tests carried out during its use. II. Archives include two aspects: the technical documents of the equipment itself, and records related to its use, maintenance, and inspection. (1) Documentation proving the quality of the special equipment itself, including design, manufacturing, and installation documents provided by the design unit, manufacturing unit, and installation unit; such documents include design records, manufacturing quality certificates, inspection and testing certificates, user manuals for the special equipment, and installation quality certificates. When special equipment is modified to change its performance due to operational requirements, the relevant procedures for design, manufacturing, and installation must be followed; this includes proper planning for the modification as well as various inspections during construction. The design units and construction firms are required to provide design documents and proof of construction quality. When special equipment encounters problems during operation or defects are detected during self-inspections or tests, repairs are required; generally, it is only necessary to keep records of such repairs ; For some major repairs, such as the repair of pressure-bearing components in pressure-bearing equipment, as well as the repair of important components in elevators, passenger cable cars, and amusement facilities, a certificate must be issued by the unit responsible for the repair, and a supervision inspection report must be provided by an inspection agency. The regular inspection records mainly document the periodic inspections carried out by specialized equipment inspection and testing agencies in accordance with safety technical specifications, and the inspection reports should also be archived. In order to promptly identify various potential hazards in the operation of special equipment and to analyze the safety conditions of such equipment, the entities that use or manage special equipment organize annual inspections as well as regular routine inspections of these devices during their period of use. Under normal circumstances, self-inspections and routine inspections are carried out without shutting down the equipment, reflecting its safe operating condition at that time, and both need to be recorded. For example, petrochemical companies require regular inspections of their operating plants, and cable car operators must conduct inspections before starting operations; all such inspection results need to be recorded. During operation, special equipment requires that its operating parameters be controlled, such as the operating pressure and temperature of boilers and pressure vessels. Although many devices use automatic instruments for recording these values, it is still necessary for humans to monitor and record these operating parameters. Special equipment requires certain maintenance during operation in order to maintain normal and reliable functioning; this applies to things like elevator maintenance, and records of such maintenance must also be kept. During the operation of special equipment, any faults that occur, any accidents that happen, and the measures taken to address them must also be recorded accurately. Keeping records of the use of special equipment is a means of strengthening accountability, a measure to ensure safe operation, and it provides evidence in case problems arise, facilitating analysis and the formulation of solutions. (III) The establishment of comprehensive equipment records and their maintenance ensure integrity, which also reflects the management level of the entities that operate special equipment. At present, the management and preservation of special equipment records remain relatively weak, especially in some small enterprises where there is high staff turnover, leading to significant loss of records. To this end, the next step should be to further improve the system for maintaining safety technical records for special equipment, to clarify the retention periods in accordance with **the specified rules**, and to fully leverage the role of such safety technical records.
