For composite steel tank positioning, if welding is done on the inner side, is it possible to weld to the base layer or the cladding layer as well?

I have not worked with spherical tanks made of composite panels before. From a technical perspective, it is best to place the assembly fixtures for composite panels on the outside, that is, on the base layer. This reduces the need for welding on the composite panel itself, especially welding related to temporary fixtures which are prone to causing welding defects. It also prevents the composite panel from peeling off
Can those lifting lugs at the bottom be welded only on the inner side? Is there any other method?
Can stainless steel lugs be welded directly to the inner lining? Can the impact on the adhesion of the coating be evaluated?
What you mentioned is indeed a problem; for spherical tanks made of ordinary materials, the lifting lugs are welded inside
