Impact test for welding procedure qualification

How should the impact energy value for the impact test in the weld evaluation be determined? In Table 14 of 47014, the average impact value is determined based on the tensile strength of the base material. There is currently a welding procedure qualification for 8mm Q345R; 5mm impact specimens are used. In my opinion, it is necessary to use 50% of the average value of 31 J, as specified in table 14 on page 49 of standard 47014, where the tensile strength requirement is ≥510 MPa (in accordance with 47014 section 6.4.1.7.3d). However, the testing company I am in contact with now believes that, as stated in 6.4.1.7.3b of 47014, the higher priority value should be adopted, and the impact energy value of 41 J for GB713 material should be used for determination. In my opinion, if conducting material retesting, 41 J is a suitable value; however, for welding process evaluation, since the materials taken for testing are the weld joint and heat-affected zone, their properties change, and it is not possible to use the impact energy value specified in standard 713. Is there anyone who can help clarify this? It would be great if there were relevant materials that could be used as references for learning, haha.
