Article 52 The inspection and testing of special equipment shall comply with the provisions of laws and administrative regulations, and be carried out in accordance with the requirements of safety technical specifications. Special equipment inspection and testing institutions, as well as their inspectors and testers, shall provide safe, reliable, convenient, and honest inspection and testing services to entities that produce, operate, or use special equipment in accordance with the law. Interpretation of the provisions: This article sets out the general requirements for the inspection and testing of special equipment, as well as the rules regarding professional ethics. 1. Inspection and testing activities must comply with the provisions of laws and administrative regulations; specific inspection and testing tasks shall meet the requirements of safety technical specifications. Currently, the laws that inspection and testing agencies for special equipment, as well as their inspectors and testers, must abide by include the Special Equipment Safety Law, the Work Safety Law, the Product Quality Law, etc ； In addition, there are also administrative regulations issued by the State Council. To ensure the scientific and reliable nature of the inspection and testing results for special equipment and to prevent arbitrariness, it is required that inspectors and testers carry out such inspections and tests in strict accordance with the requirements of the safety technical specifications for special equipment. To date, the General Administration of Quality Supervision, Inspection and Quarantine has issued safety technical specifications related to the inspection of special equipment. These include the \"Rules for the Approval of Special Equipment Inspection and Testing Institutions,\" the \"Rules for the Assessment of Special Equipment Inspectors,\" the \"Rules for the Assessment of Non-Destructive Testing Personnel for Special Equipment,\" the \"Rules for Supervisory Inspection during the Installation of Boilers in Use,\" the \"Rules for Periodic Inspection of Boilers,\" the \"Rules for the Evaluation of Boiler Design Documents,\" the \"Rules for Periodic Inspection of Pressure Vessels,\" the \"Rules for Supervisory Inspection during the Manufacturing of Gas Cylinders,\" the \"Rules for Type Tests of Gas Cylinders,\" the \"Rules for Supervisory Inspection during the Manufacturing of Pressure Pipeline Components,\" the \"Rules for Type Tests of Pressure Pipeline Components,\" the \"Rules for Periodic Inspection of Pressure Pipelines,\" the \"Rules for Supervisory Inspection during the Manufacturing of Lifting Machinery,\" the \"Rules for Supervisory Inspection during the Installation, Modification, and Major Repairs of Lifting Machinery,\" the \"Rules for Supervisory Inspection and Periodic Inspection of Elevators,\" the \"Rules for Supervisory Inspection during the Installation of Passenger Cable Cars and Periodic Inspection of Such Vehicles,\" and the \"Rules for Type Tests of Passenger Ropeways.\" These are all regulations and rules pertaining to the supervisory inspection, periodic inspection, and type testing of special equipment. Most of the contents specified in these safety technical regulations are established as such based on lessons learned from accidents, as well as summaries of experience gained from inspection and testing activities. The safety technical specifications also stipulate the inspection and testing items, methods, testing intervals, as well as the processing, analysis, and conclusions of data for special equipment. Second, inspection and testing agencies and personnel must provide safe, reliable, convenient, and honest inspection and testing services. Since the inspection of special equipment is mandatory by law, the entities being inspected are required to comply; otherwise, they will face legal consequences. These agencies have the final authority to determine the inspection results, and the inspection reports they issue carry legal validity. Although testing is a type of service, its nature differs from that of ordinary service agencies, and it also holds certain authority to interpret the test results. Therefore, regulating their behavior is aimed at ensuring the effective implementation of this law and safety technical specifications, as well as protecting the legitimate interests of the entities under inspection. Inspection and testing agencies provide safe, reliable, convenient, and honest inspection and testing services to entities that produce, operate, or use special equipment; this involves ensuring the safety of the inspectors themselves and of the equipment itself, as well as preventing any harm to the surrounding area during the inspection process. Adequate preparations must be made prior to the inspection, including replacing the storage media in the equipment, detecting toxic and harmful gases, providing safety protection for the inspectors, implementing measures to prevent falls from heights, and avoiding any harm caused by radiation-based non-destructive testing equipment to the surrounding area. This is done to prevent accidents involving the equipment or personnel due to inadequate preparation during the inspection process. Historically, accidents have occurred on many occasions during inspection and testing processes. Inspection and testing agencies for special equipment should firmly establish a service-oriented mindset in both thought and action, uphold integrity, be conscientious and responsible, and carry out inspection and testing tasks properly. Ensure no missed detections, no misjudgments, and no arbitrary actions due to other human factors. Inspections shall be carried out in accordance with the inspection cycles and schedules specified in the safety technical specifications, while testing shall be conducted as required by the client and reports shall be issued within the time limits set out in the relevant safety technical specifications. If it is not possible to return to the unit in time to issue the inspection or testing reports due to the requirements of such inspections and tests, the relevant records and information can be sent to the report reviewers via email so that the necessary approval procedures can be followed. The issuance of inspection and testing reports must not be delayed on the grounds of being away from the unit for business trips or other reasons. The impact and burden on the units undergoing inspection should be minimized as much as possible, so as to truly provide safe, reliable, convenient, and trustworthy inspection and testing services for entities involved in the production and use of special equipment.
