Notice on Holding the 12th Training and Assessment Course for Process Responsibility Engineers of National Pressure Vessel Manufacturers

CCIEA Document No. 12: Relevant parties: In order to meet the needs of the pressure vessel manufacturing industry, enhance the capabilities of process responsibility engineers in these companies, and ensure quality control over their process systems, the China Chemical Equipment Association has decided to hold the 12th training and assessment course for process responsibility engineers in pressure vessel manufacturing units from July 15 to July 20, 2021, in Huangshan City, Anhui Province. The relevant details are as follows: 1. Registration method (choose one of the two methods): 1) To register, please visit the website of the China Chemical Equipment Association (www.cciea.com) to complete the registration procedures and submit the required documents. The deadline for registration is June 30, 2021. 2. Please send the training assessment application form (see Attachment 1) along with electronic scans of other required documents for those who wish to take the training assessment, to the email address cciea1989@163.com. The deadline for registration is June 30, 2021. II. Basic Requirements for Application According to TSG 07-2019 \"Rules for Licensing Special Equipment Production and Filling Units\", along with Annex B \"Licensing Requirements for Boiler Production Units\", Annex C \"Licensing Requirements for Pressure Vessel Production Units and Mobile Pressure Vessel Filling Units\", Annex D \"Licensing Requirements for Gas Cylinder Production and Filling Units\", Annex E \"Licensing Requirements for Pressure Pipeline Production Units\", and Annex F \"Licensing Requirements for Safety Accessories Production Units\", the following are the requirements regarding the personnel who should be part of the quality assurance system: 1. For pressure vessel manufacturing units at levels A1, A2, A3, A6, C1, and C2, the process responsibility engineers must be individuals who work in technical or technical management roles within the company, and who hold a bachelor’s degree in a science or engineering field as well as an engineer title or higher. 2. The process responsibility engineer for manufacturing units of Class A5 and C3 pressure vessels must be a person employed by the unit in technical work or technical management, who holds a science or engineering degree and has an engineering title at or above the engineer level. 3. The process responsibility engineer for A4 and D-class pressure vessel manufacturing units must be a person who works in technical or technical management roles within the company, and who holds a degree in science or engineering as well as a technical title of assistant engineer or higher. 4. The process responsibility engineer for manufacturers of pressure pipeline components and safety accessories must be a person from the same company who is engaged in technical work or technical management, holds a degree in science or engineering, and possesses an engineering title or higher. 5. The process responsibility engineer for pressure pipeline installation units must be a person from the same unit who is engaged in technical work or technical management, holds a degree in science or engineering, and possesses a technical title of assistant engineer or higher. 6. The process responsibility engineer at the boiler manufacturing unit must be a person from that same unit who is engaged in technical work or technical management, holds a degree in science or engineering, and possesses a technical title of engineer or higher. 7. In the absence of the corresponding engineering technical title, one must possess the appropriate academic qualification in science or engineering along with the required number of years of experience in technical work, in accordance with Table 2-1 in TSG 07-2019 \"Rules for Licensing Production and Filling Units of Special Equipment\". III. Application materials for participants1. Application form (A sample form is provided in Attachment 1. Attach a one-inch bareheaded photo to the form and affix the official seal of the organization. All applicants must submit the completed application form to the organizing committee upon registration for the training course.) Please fill in the work experience section of the application form in detail, with a length of no less than 300 words (a separate work resume can be attached). 2. Applicant’s professional title certificate (to be uploaded during online registration) ; 3. Applicant’s academic certificate (to be uploaded during online registration) ; 4. When registering online to renew the certificate, enter the original certificate number when filling in personal information ; 5. One recent one-inch color photo with a white background and no hat, showing the applicant’s face (write the name on the back of the photo; it will be used to prepare the certificate. Please submit this single photo on the day of registration for the training course) ; 6. The special equipment production license certificate of this unit (to be uploaded during online registration) ; 7. The individual application level shall be filled in according to the levels for pressure vessel manufacturing, pressure pipeline component manufacturing, and pressure pipeline installation within their respective units, and it shall be filled in according to the corresponding new license levels specified in TSG 07-2019 \"Rules for Licensing Production and Filling Units of Special Equipment\" ; 8. Units applying for a special equipment production license or an extension thereof for the first time must attach a copy of the application form for a special equipment production license or a copy of the decision on acceptance of the administrative application regarding special equipment.
9. Units planning to apply for a special equipment production license or an extension thereof should submit a certificate issued by the unit, specifying the level and scope of the special equipment production license being applied for, as well as providing details on the work progress and schedule. IV. Training and Assessment Requirements 1. Personnel from the China Chemical Equipment Association will deliver lectures on regulations and procedural documents related to pressure vessel manufacturing ; Quality control in pressure vessel manufacturing ; Duties and key tasks of a Pressure Vessel Process Responsible Engineer ; Control requirements for the establishment and implementation of the process control system ; Requirements for the manufacturing process of pressure vessels, related knowledge, as well as the manufacturing processes and key control points for special products. 2. Open-book exam. The reference materials for the exam are \"Practical Guide to Establishing and Implementing a Quality Assurance System for Pressure Vessel Manufacturing\" and \"Training Materials for Process Responsibility Engineers in Pressure Vessel Manufacturing Units\" (distributed at the training course) ; Participants are also requested to bring with them relevant materials such as the Safety Law of the People’s Republic of China on Special Equipment, the Regulations on the Safety Supervision of Special Equipment [2009 edition], TSG 07-2019 Rules for Licensing Production and Filling Units of Special Equipment, TSG 21-2016 Technical Regulations for Safety Supervision of Fixed Pressure Vessels, TSG R0005-2011 Technical Regulations for Safety Supervision of Mobile Pressure Vessels, the GB/T 150.1–4-2011 standards on pressure vessels along with their interpretations, and the GB/T 25198-2010 standard on pressure vessel heads. 3. Defense: A defense is conducted on the candidate’s knowledge of process quality management and control for pressure vessels, relevant regulations and standards, as well as basic professional knowledge of pressure vessels. 4. Those candidates who meet the basic requirements, pass the assessment of theoretical knowledge, and demonstrate an adequate level of skill in process quality management will be granted approval by our association, which will issue them a certificate of qualification. V. Training fees and requirements: 1. Each trainee shall pay a training fee of 2,580 yuan (covering costs such as training, conference arrangements, assessments, and textbooks), with an invoice issued by the China Chemical Equipment Association. Participants can transfer the training fee to the association’s account in advance. The association’s name, bank, and account details are as follows: China Chemical Equipment Association/Industrial and Commercial Bank of China, Liupukang Branch/0200022309014430476. On-site payments are accepted only in cash. 2. Members of the China Chemical Equipment Association can receive a discount of 200 yuan per person on the training fee, provided they present a copy of the payment receipt for their membership fees for 2021. 3. Accommodation will be arranged by the organizers; participants are responsible for the costs. Accommodation fees are to be paid in cash, with no card payment or transfer options available. Invoices will be issued by Huangshan Huishang International Hotel. VI. Training Time and Location: Registration date: July 14, 2021; Return date: July 21, 2021.
