Article 60 The department responsible for the safety supervision and management of special equipment shall establish complete supervision and management files as well as an information inquiry system for special equipment that has undergone registration for use in accordance with the law； For special equipment that has met the conditions for scrapping, it is necessary to promptly urge the entities using such equipment to fulfill their obligations regarding scrapping in accordance with the law. Interpretation of the provision: This article deals with the requirement that the departments responsible for the safety supervision and management of special equipment establish supervision and management records as well as information inquiry systems, and urge the users of such equipment to fulfill their obligations regarding the disposal of those devices in accordance with the law. 1. This provision stipulates the obligation of the departments responsible for the supervision and management of safety in relation to special equipment to urge the entities that use such equipment to scrap it in accordance with the law. Special equipment that meets the criteria for scrapping poses a high level of risk; therefore, the departments responsible for supervision and management must promptly urge these entities to fulfill their legal obligations to scrap such equipment, thereby eliminating potential hazards related to accidents. This law stipulates that entities responsible for the production, operation, and use of special equipment bear primary responsibility for ensuring the safety of such equipment. It introduces a registration system for the use of special equipment, enabling the departments in charge of supervising and managing its safety to have a comprehensive understanding of how it is being used. When special equipment meets the conditions for retirement, the user unit, which bears the responsibility, should take the initiative to fulfill the obligation to retire such equipment. At the same time, the departments responsible for the safety supervision and management of special equipment should, by considering the registration details of the equipment’s use, the results of daily supervision and management, as well as the recent inspection reports, use the supervision records and information retrieval systems to determine which special equipment meets the conditions for retirement, thereby urging the user units to carry out this obligation. II. The departments responsible for the supervision and management of special equipment shall keep track of the safety performance of such equipment by maintaining supervision and management records. These departments must establish complete supervision and management records for special equipment that has undergone the required registration procedures in accordance with the law. Supervision and management archives help to objectively reflect the historical condition of special equipment, enabling the departments responsible for the safety supervision of such equipment to gain an overall understanding of its safety performance, which in turn facilitates the formulation of targeted supervision measures. Supervision and management archives should include equipment registration information, information on each inspection and supervision session, inspection data, accident records, as well as information on upgrades, modifications, and maintenance. The above information should be entered into an information management system so that it can be managed scientifically using modern information technology. Databases enable quick retrieval and inquiry of equipment status, allow for comparative analysis of similar equipment within a given area, and facilitate an overall understanding of the safety status of special equipment in that region.
