Are vertical U-tube heat exchangers with a H/D ratio greater than 5 considered tower-type vessels?

There is a vertical U-tube heat exchanger supported by a skirt, with an H/D ratio greater than 5. Does this heat exchanger qualify as a tower-type vessel? Is NB/T 47041-2014 mentioned as the standard for design basis?
