1. Responsibilities of the designer: (1) Arrange the work plan according to the task requirements, be diligent and responsible, carry out careful design to ensure design quality and schedule adherence; (2) Carefully collect relevant design information, conduct necessary investigations and research, perform technical and economic analyses, draw on domestic and international production practices and research achievements, actively adopt advanced technologies, carry out thorough comparisons of different options, and proceed with the design work after it has been approved to ensure that it meets the requirements in terms of production, safety, maintenance, construction, manufacturing, and installation ; (3) Thoroughly implement **standards and industry standards, specifications, as well as the relevant technical uniformity regulations of the organization ; (4) Apply basic data, calculation formulas, calculation methods, and computer programs correctly, and carry out calculations carefully ; (5) Carry out the preparation of the designed finished product in accordance with regulations, using an appropriate drawing scale ; The view projection is correct and the image is clear ; Dimensions, numbers, coordinates, elevations, symbols, and legends are all correct ; Standardized wording, smooth narration, concise and relevant content ; (6) After the design final product is reviewed, modifications are made in accordance with the review comments ; (7) Properly organize and archive design drawings, calculation sheets, and instructions ; (8) Take full responsibility for the assigned design work; participate in design briefings and serve as a design representative as scheduled; conscientiously address any design-related issues during construction, commissioning, and production. 2. Responsibilities of the reviewer (checker): (1) The reviewer should work together with the designer to examine the design scheme and design principles. Conduct a comprehensive review of the design conditions and the final design output, and be responsible for the quality of the reviewed design output: ① Review of drawings, tables, and written descriptions. For example: whether the proportions and selected views are appropriate ; Is the layout of the drawing neat and compact? Are the coordinates, elevations, dimensions, numbers, symbols, legends, labels, and projections complete and accurate? ; Are the words used correctly and the narration coherent? Is the content concise and relevant? Are all design requirements complete and error-free? ; ②Verification of the calculation sheet. For example: check whether the design conditions, basic data, calculation formulas, calculation methods, computer programs, computational techniques used in the calculation book are correct, as well as the selection of various coefficients and the calculation results; also perform a thorough review of all calculations ; ③Verification of other content. For example: Does the design meet the requirements in terms of production, operation, safety, maintenance, construction, manufacturing, installation, etc.? ; Is the final design complete and free of any omissions? Does its content comply with the unified design technical specifications? ; Is it appropriate to select standard drawings or reused drawings? ; Are the selected materials and the structure of the equipment advanced, reliable, economical, and reasonable? (2) The reviewed design output shall have design document review records prepared as required, along with quality assessment. (3) Issues identified during the verification should be thoroughly discussed with the designer and properly addressed. When opinions cannot be unified, it shall be submitted to the reviewer or the professional team for a decision. 3. Responsibilities of the reviewer: (1) The reviewer should participate in discussions on design principles and major technical issues, make decisions, assist designers and reviewers in resolving difficult problems, and be responsible for determining technical issues and design solutions. (2) Review the final design product, whose main contents include: ① Whether the design principles and structural solutions are technically advanced, economically reasonable, and safe and suitable for use ; ②Is the selection of materials for the equipment’s structure correct and reliable? ; ③Whether the basic data, design criteria, calculation formulas and methods, as well as the selection of computer programs are correct ; ④When standard diagrams or reused diagrams are selected, whether the choice is appropriate and whether the technical requirements are correct ; ⑤Whether the design content is complete with no omissions, whether the standards and specifications used are correct, and whether it meets the requirements set by the project’s unified regulations. (3) Resolve technical disagreements between the designer and the checker. (4) Carefully keep records of intermediate inspections and reviews of design documents, and conduct a preliminary assessment of the design quality. 4. Responsibilities of the Approver (Chief Engineer) (1) Preside over discussions on major design principles and design proposals, and make decisions. Organize interim inspections, fill out interim inspection records, and be responsible for follow-up visits regarding group engineering design ; (2) Bear primary responsibility for major principle-related issues, such as: whether the design guiding ideology, technical approach, major design principles, and technical solutions comply with **policies, guidelines, and approval documents; and whether they are practical, technologically advanced, economically reasonable, safe and suitable for use, and cost-effective.
