In the procurement of tower internals, who will supply the supporting components for these internals?

The internal components of the tower are currently under negotiation regarding the technical specifications; there is a dispute over who should supply the support rings for these components. Could those in charge please clarify whether it should be the manufacturer of the internal components that provides them, or whether the tower manufacturing plant should fabricate them itself. Are there any guidelines that clearly define these boundaries of work?
This isn’t really a problem, right??? It’s just that whoever gets the money is responsible for it. There is a price for full packages, and there is a price for partial packages; everything is negotiable. If it’s an item that was overlooked, that becomes quite troublesome. If the restraint mechanisms are in your hands, it’s easy to say. Some with industry standards are fine, but it’s hard to say for those without them. For reference.
This should be negotiated, I think; it’s better for the manufacturing factory to carry out the production, as any issues can be corrected at any time. However, the manufacturer of the internal components needs to provide the drawings or approve those prepared by the manufacturing factory.
Our approach is as follows: the internal component manufacturer provides the support rings, and sends personnel to guide the manufacturing plant in their installation as well as to inspect the quality of that installation; the manufacturing plant is responsible for welding and ensuring the quality of the welds. This way, the responsibilities are clearly defined to avoid disputes in the future.

The tray supports, distribution pipes, trays and other internal components of this equipment are designed and manufactured by the patent holder of such internal components, with the requirement that access to manholes be possible; the internal components that are welded directly to the shell are installed by the tower manufacturer in accordance with the design specifications. The welding of all components inside the tower to the shell, as well as the welding between these components, shall be carried out in accordance with the requirements for welds in pressure-bearing elements. The welding procedure qualification prior to welding shall be conducted in compliance with NB/T47014, and the welding must be performed by welders qualified under the requirements of TSG Z6002 for welding pressure vessels. The total mass of metal in the design drawings does not include the weight of the components inside the tower, which are designed by the patent holder of the internal components as mentioned in this clause. The components factory prepares the drawings, while the equipment factory handles the welding – the division of labor is clear, so there are no disputes.
