Issues with the general drawings for Sinopec insulation clamps

In Sinopec’s standard drawings, where the thickness of the insulation layer is less than 100 mm, the distance between the centers of the bends at both ends of the insulation anchors should be equal to the thickness of the insulation layer minus 5 mm. If 8 mm diameter steel bars are used, the insulation anchors will protrude 3 mm above the insulation layer – is this acceptable?
A textual description is less intuitive than a diagram; I don’t quite understand the intent behind the original question. Instead, I would like to know: what are you worried about?
