Safety requirements before inspection: 1. Before conducting the inspection, the inspector should assess and analyze the safety conditions at the work site, carefully checking for any unsafe factors in the work area to be well-informed about them. 2. Workers must wear labor protection equipment and safety gear properly, and it is necessary to check and confirm the safety performance of such protective equipment and gear ; High-voltage insulating equipment must also have its dielectric strength test cycle checked to determine whether it is still valid ; Ensure safety during the operation. 3. Strictly implement the mutual safety assurance system. When conducting inspections alone, a team leader must assign a team member to accompany the person as part of a mutual support pair ; When the two carry out inspections, one of them must prioritize supervising the other as their top task ; When inspections are conducted by three or more people, a dedicated on-site supervisor must be appointed. 4. Tools must be placed in a leather pouch or tool bag to prevent them from falling and causing injury during work at heights. 5. Before conducting inspections, it is necessary to first test for electricity in any parts that may be charged and that come into contact with them ; In the event of a leakage, inspection operations may only be carried out after professionals have resolved the issue and everything has returned to normal. Requirements during the inspection process: 1. The inspection must be carried out strictly in accordance with the operating methods and procedures. When inspecting dangerous areas such as conveyor belts, open gears, grinding wheels, hot saws, couplings near the ground level, shafts, pulleys, and flywheels, it is important to ensure that one’s standing position and posture meet safety requirements. 2. Inspectors are strictly prohibited from stepping over rotating equipment or rotating mechanisms. 3. When checking the pressure-applying components of pressure machinery, safety precautions must be taken. 4. When inspecting moving equipment such as cranes, operators must stand in designated safe locations and must not move around arbitrarily; it is essential to ensure that \"the equipment moves while the person stays still, and the person moves while the equipment stays still.\" And it is driven by specially trained and certified professionals. 5. It is strictly prohibited to climb onto the top of the trolley while the crane or double-girder crane is in motion, to avoid being injured by the trusses on the roof of the factory building. If it is indeed necessary to inspect the top of the trolley, the main power switch of the crane must be turned off first. If standing on the end beam of the heavy vehicle, one must hold on firmly to avoid being injured by the factory columns. 6. Effective protective measures must be taken when maintaining machinery, equipment, and tools. In workplaces where hazards and unsafe conditions exist, safety signs and clear warning labels must be installed. 7. At work locations at a height of more than 2 meters, it is necessary to wear the appropriate personal protective equipment and gear in accordance with the safety requirements for working at heights. 8. For the fuses or automatic switches installed in the electrical equipment to be inspected, it is necessary to first verify whether the metal casing of the equipment that comes into contact with it is live, and whether protective grounding or neutral connection measures have been taken. 9. The voltage of handheld lighting devices used for inspection must not exceed 36 volts; in metal containers or humid environments, it must not exceed 12 volts. 10. When conducting inspections in workplaces with explosive gases or dusts, explosion-proof inspection equipment must be used. 11. When inspecting electrical equipment, it must be carried out in coordination with the operating duty (management) personnel. 12. Inspecting the low-voltage distribution system requires the cooperation of operators or maintenance personnel. 13. In work areas where flammable and explosive materials are handled, the use of fire and open flames is strictly prohibited during inspection tasks. 14. When working in environments where there are occupational hazards such as loud noises, toxic, irritating, or infectious substances, or large amounts of dust, it is necessary to wear personal protective equipment as required. 15. When working in areas exposed to corrosive substances such as acids and bases, where there is a risk of burns, preventive measures against acid and base burns must be taken. 16. When inspecting other auxiliary equipment and facilities, reliable safety protection measures must also be established. 17. Strictly abide by the «Fitter Safety Operating Procedures» and the «Electrician Safety Operating Procedures». 18. During inspections or maintenance work, tools and items must be placed in a safe location, and they must not be left at the site after the work is completed. 19. When going up and down stairs, be careful where you step and check your shoelaces to prevent slipping. 20. When checking the traction chain and gears during inspections, it is prohibited to insert heads or hands into the machine casing to prevent mechanical injuries. 21. For equipment with a large span, such as bucket elevators and purification systems, the power supply should be cut off during shutdown for maintenance, and warning signs should be placed both at the site and in the control cabinet in the main control room. A dedicated person should be assigned to oversee the operations at the site and wear visible identification; if necessary, walkie-talkies should also be provided to facilitate communication between different parties ; 22. When conducting inspections or maintenance on pressurized vessels, sealed containers, various oil tanks, pipelines, and equipment contaminated with flammable gases and highly corrosive solutions, it is necessary to obtain a permit for hazardous operations prior to starting the work. Toxic, harmful, and explosive substances must be removed, the pressure in the containers and pipelines must be relieved, and the sealed state of the containers must be eliminated before proceeding with the work. After the maintenance is completed, note the following: 1. Be responsible for ensuring that the safety facilities are restored properly; all protective covers, guardrails, and hole covers must be in place. During testing, it is necessary to work together with the personnel on duty and the maintenance team to confirm that everything is safe before starting the test. When starting rotating machinery, personnel should stand in the axial direction to prevent the rotating parts from flying out and causing injury. 2. During testing, the on-site supervisor must confirm that there are no items left inside the machine and that all personnel are standing in a safe area before starting the equipment; it is prohibited to start it from the control room.
