The actual situation is far more complicated than this. The owner said that it is built in the factory but not shipped out, so the shipping date can be postponed, which is not contradictory, but does it mean that it will not corrode or cause other defects if it is placed in the factory? Some factories may buy back equipment that has not been put into production for other reasons, or it may be for backup. Many of the equipment are still left in the field, exposed to the sun and rain, without maintenance. The above regulatory authorities have sufficient reasons to refuse to issue certificates. If they issue certificates rashly, it would be negligence of supervision.
In principle, it is calculated based on the date of use, but if it has been stored for more than one year, the Municipal Supervision Bureau will generally require a comprehensive inspection during registration, and the registration will be based on the conclusion of the comprehensive inspection report from the Special Inspection Institute!
