Dear teachers in the manufacturing industry, due to the urgency of the engineering project, the tube sheet and the baffle are not manufactured in the same factory. How can we ensure their concentricity?
Currently, there are no such problems anymore!
If it is a swing arm drill, then what aspects should be considered for control?
There’s nothing much you can do other than that; there aren’t any really good solutions: handshake

We have our own 4*4 CNC machine used solely for making small holes, and then we subcontract the rest of the work to local machining factories – there are no problems with that. In very rare cases, there might be slight deviations in drilling accuracy, but such instances are extremely uncommon. .
It’s just you who drills the holes yourself and then assigns them to other manufacturers for drilling :)
Processing according to the drawing dimensions will not result in significant deviations. (The free tolerance will not exceed ±0.5 mm for φ25 pipes)
Since it involves diamond setting, how much does the timeline change with 2 companies doing it versus 1 company? It shows that this person in charge of pipeline projects has little experience in equipment manufacturing; they are a reckless individual who refuses to listen to professional advice. True, there are too many such people these days.
