Will the clearing house fail to provide oversight?

According to the \"Catalogue of Permits for Special Equipment Production Units\" (Announcement No. 41 by the State Administration for Market Regulation), both manifold assemblies and pig receiving/handling units are classified as pipeline component assemblies. If I design them as pressure vessels, will the regulatory authorities not regulate them as such and require them to be managed instead as pipeline components?
Classified by medium type, pressure rating, and volume, those that fall under the category of pressure vessels are designed in accordance with the relevant standards for pressure vessels. Once classified, they are subject to inspection, unless their parameters do not meet those required for pressure vessels; in such cases, they must be managed as components of pressure pipelines
In my opinion, those that cannot be used as pressure vessels on their own should be manufactured as pressure vessel pressure-bearing elements or components. However, there are many aspects in this regard that deserve discussion; at present, many collection pipes are designed as pressure vessels.
