Welding procedure qualification for composite steel plates in pressure vessels

I would like to ask about the process qualification for composite steel plates used in pressure vessels; for example, in the case of Q345R+TA10(10+3), should the welding process qualification be prepared as a whole, or separately for the base material and the overlay material?

Q345R can be used, and a process evaluation for 10mm thickness is sufficient; TA10, being an anti-corrosion layer, does not contribute to the strength calculations, so no process evaluation is required. For carbon steel composite stainless steel, the composite layer is included in the base material when calculating its strength; in such cases, it is necessary to conduct a process evaluation for the composite plate.
