Our company plans to produce a skid-mounted unit consisting of pressure vessels, valves, piping fittings, instruments, etc. The pressure vessels, valves, piping fittings, and instruments are all purchased from manufacturers that possess the necessary qualifications for producing such special equipment. Our company is responsible only for manufacturing the connection sections between the pressure vessels and valves (which consist of pipes, fittings, and welded flanges), and then assembling them to create a skid-mounted product with specific functions. At present, our company does not yet possess the necessary qualifications for handling such special equipment. What qualifications are required for the design and manufacturing of this type of skid-mounted equipment, and which standards should be followed? Thank you! Reply: Equipment systems that include pressure vessel and pressure pipeline components can be assembled by manufacturing units holding a manufacturing license for pressure vessels of the corresponding level for such systems; please refer to the relevant requirements in the \"Rules for Licensing Special Equipment Manufacturing and Filling Units\" (TSG 07-2019). The registration for the use of skid-mounted pressure equipment systems shall be carried out in accordance with the requirements of Quality Inspection Special Letter [2016] No. 46. (1) Pressure vessels and pressure pipelines installed in the \"equipment system\" shall be designed and manufactured by units with corresponding qualifications, and shall undergo manufacturing supervision inspections in accordance with the requirements of relevant safety technical specifications. (2) For an “equipment system” that includes pressure vessels or pressure pipelines, the manufacturer must hold a pressure vessel manufacturing license, a pressure pipeline component manufacturing license, or a pressure pipeline installation license corresponding to the relevant category; the system shall undergo manufacturing supervision inspections (for those pressure pipeline components for which manufacturing supervision inspections are not specified in the safety technical specifications, the requirements for installation supervision inspections may be applied as a reference).
After leaving the factory, skid-mounted equipment (equipment systems) must be accompanied by an inspection report for the entire skid; otherwise, it cannot be considered skid-mounted equipment. The only advantage of skid-mounted equipment is that there is no need to obtain permits for the installation of pressure vessels or pressure pipelines, nor is any installation inspection required.
