Regarding welders in the certification process for A2 pressure vessel manufacturing

I would like to ask the experts here: As the title suggests, our company plans to obtain the A2 class pressure vessel manufacturing qualification this year. According to TSG07-2019, two welding specialists are required; if we don’t have such personnel, can those with a mechanical background serve in their place? Also: Can someone with an IWE certificate take on this role?
Mechanical professionals cannot replace welding professionals. Persons with an IWE (International Welding Engineer) certificate can hold this position, as they already possess professional qualifications in the field of welding. .
