Nominal thickness of the forging

In NB/T 47008, for bowl-shaped forgings and long-neck flange forgings, the larger value between t1 and t2 is the nominal thickness. For ring forgings, the smaller value between L and t is the nominal thickness. Why?
Why? Is anyone here to answer?
My understanding is that the nominal thickness is the thickness that should be taken into account during heat treatment, which makes it easy to understand the question raised by the original poster
