General Provisions 1. Pressure vessel operators must hold a “certificate” to operate independently; Operators should be familiar with the technical characteristics and structure of equipment and containers, the process flow, process parameters, possible accidents, as well as the preventive measures and handling procedures to be taken ; 2. Before starting the equipment operation, it should be inspected to check for any abnormalities in its condition ; Check whether the safety accessories and devices meet the requirements, whether there are any leaks in the pipe joints and valves, and review the required operating parameters, process specifications, as well as the specified maximum and minimum operating temperatures, so as to have a clear understanding of them ; The equipment can be started and the container put into operation only when the safety conditions are met ; 3. When starting up or shutting down containers and equipment, it is necessary to strictly follow the safety and technical operating procedures specific to the task. Pressure should be increased or decreased gradually, in stages, and rapid changes in temperature must be avoided ; During operation, process conditions must be strictly controlled, and monitoring instruments or devices as well as related accessories should be kept under close watch to prevent the container from operating at excessive temperatures or pressures ; For vessels with wall temperature requirements for pressurization, pressurization shall not be carried out when the wall temperature is below the specified value ; For liquefied gas containers, every time the tank is filled after being emptied, it is necessary to strictly control the filling speed of the material in order to prevent brittle fracture due to excessively low wall temperatures. The filling volume must also be tightly regulated to avoid explosions caused by overfilling or having the tank completely filled with liquid ; For flammable, explosive, and toxic media, leaks and incorrect installation must be prevented, and the area must be kept well-ventilated with effective fire prevention measures in place ; 4. For reaction vessels with linings and refractory linings, the wall temperature should be checked at regular intervals during operation or when nitrogen is being introduced during shutdown; if there are any doubts, rechecks should be conducted ; The materials fed into the reaction each time should be weighed accurately, and their specifications must meet the process requirements ; 5. During work, routine inspections should be carried out at fixed times, in fixed locations, along fixed routes, and for fixed tasks ; Safety valves, pressure gauges, temperature measuring instruments, emergency shut-off devices, and other safety devices must be kept in good condition, sensitive, and reliable; they should be inspected and tested according to relevant regulations at the end of each shift ; Information regarding inspections, checks, and debugging should be recorded in the duty log and equipment defect records ; 6. In any of the following situations, the operator has the right to take emergency measures to halt the operation of the pressure vessel and immediately report to relevant supervisors and departments: 1) When the operating pressure, operating temperature, or wall temperature of the vessel exceeds the permissible values, and no measures can restore it to normal operation ; 2) When cracks, bulging, deformation, or leakage occur in the main pressure-bearing components of the container, and it is not possible to delay handling until the next maintenance cycle ; 3) When safety accessories or main accessories fail, the connection ends break, and the fasteners are damaged, making it difficult to ensure safe operation ; 4) When a fire or other accident occurs and poses a direct threat to the normal operation of the container ; 7. After an emergency shutdown of a pressure vessel, restarting it requires approval from the supervising manager and the chief technical officer; it is not allowed to restart the vessel blindly without identifying the causes and implementing appropriate measures. 8. During the operation of a pressure vessel or while it is undergoing pressure tests, it is strictly prohibited to carry out any repairs, tightening, disassembly, welding, or other similar operations on its pressure-bearing components ; For heat fastening and operational commissioning permitted by the operating procedures, safety technical specifications must be strictly followed ; When the container is in operation or undergoing pressure testing and requires adjustment or inspection, a person’s head should be kept away from the source of potential hazards ; The inspection route should be determined based on the specific locations ; 9. The following steps must be taken before entering the container: 1) Cut off the source of pressure by using a blind flange to isolate the equipment and pipes connected to it; clear isolation markers must be in place, and it is prohibited to use valves as a substitute for blind flanges for isolation ; The distribution boxes and cabinets after power is cut off should be locked and fitted with warning signs ; 2) Containers holding flammable, toxic, highly toxic, or asphyxiating substances must undergo treatment such as displacement, neutralization, disinfection, and cleaning, along with monitoring; sampling analysis must show satisfactory results ; 3) Open all the manholes and access openings on the container to ensure adequate ventilation; 10. Containers that are not in use or are reserved should be maintained and inspected according to relevant regulations ; If necessary, the operator should carry out discharge, cleaning, and replacement. Basic responsibilities: Pressure vessel operators shall carry out the following responsibilities: 1. Operate the pressure vessel correctly in accordance with the operating procedures to ensure safe operation ; 2. Carry out proper maintenance of pressure vessels to ensure they remain in good technical condition at all times ; 3. Regularly inspect the operating conditions of pressure vessels; make adjustments promptly when abnormal operating conditions are detected. In case of an emergency, take emergency measures as specified, and report to the higher-level authorities in a timely manner ; 4. Any illegal instructions that jeopardize the safety of pressure vessels shall be refused to be followed. Safety inspections: Safety inspections during the operation of pressure vessels. Inspections while a pressure vessel is in use are an important means of monitoring its condition dynamically. Their purpose is to detect any abnormalities in operation or in the equipment promptly, so that appropriate measures can be taken to address or eliminate those abnormalities, preventing their escalation and continuation and ensuring the safe operation of the vessel. For containers that are in operation, the following three aspects are primarily checked: 1. Process conditions: The operating conditions are mainly examined, including operating pressure, operating temperature, and whether the liquid level is within the ranges specified by safety regulations ; The chemical composition of the medium used in the container, the material ratios, the amount of material added, etc. – in particular, whether those components that affect the safety of the container meet the required standards ; 2. Regarding the condition of the equipment: It is primarily necessary to check for any leaks or seepages at the various connection points of the container ; Check whether there is plastic deformation, corrosion, or other defects or suspicious signs in the components and accessories of the container ; Check for any vibration, wear, or other issues with the container and its connecting pipes ; 3. In terms of safety devices: It is necessary to check whether the safety devices and safety-related measuring instruments such as thermometers, and scales used for measuring the amount of material fed in or of liquefied gas filled, are in good condition ; Check for any leaks or blockages in the pressure gauge’s pressure tapping tubes ; Check whether the spring of the spring-type safety valve is corroded or stuck due to oil contamination, and whether there are any signs of freezing in safety valves installed outdoors in winter ; Are these devices and instruments within the specified permitted usage period? Regular, scheduled inspections of containers in operation should be carried out at fixed times, in specific locations, and along predetermined routes. When conducting these inspections, operators must carry inspection tools with them and carefully examine the containers along the established inspection paths and points ; Emergency shutdown of pressure vessels: If any of the following abnormal conditions occur during the operation of a pressure vessel, the operator must take immediate emergency measures and report them to the relevant departments within the company in accordance with the prescribed reporting procedures: 1. The operating pressure of the pressure vessel, the temperature of the medium, or the wall temperature exceeds the allowable values, and effective control cannot be achieved despite taking measures ; 2. Safety-threatening defects such as cracks, bulging, deformation, and leakage occur in the main pressure-bearing components of the pressure vessel ; 3. Failure of safety accessories ; 4. Damage to the connectors and fasteners, making it difficult to ensure safe operation ; 5. Fires pose a direct threat to the safe operation of pressure vessels ; 6. Overfilling ; 7. The liquid level in the pressure vessel got out of control; despite measures taken, it still couldn’t be effectively controlled ; 8. Severe vibrations occur in pressure vessels and pipelines, jeopardizing safe operation. Emergency shutdown procedure: Quickly cut off the power supply to stop the equipment used for transferring materials into the container, such as pumps and compressors ; Contact the relevant personnel to stop feeding materials into the container ; Quickly open the outlet valve to release the gas or other materials inside the container ; If necessary, open the vent valve to release the gas into the atmosphere ; For pressure vessels involved in systematic continuous production, it is necessary to establish communication with the relevant stations before and after in case of an emergency shutdown ; While dealing with an emergency, the operator should immediately contact the higher-level authorities and relevant technical personnel in order to more effectively control the situation and prevent more serious accidents from occurring.
