To the Market Regulation Bureaus (Departments, Commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps: In order to implement the \"Notice of the State Council on Issuing the Action Plan for Promoting Large-Scale Equipment Updates and the Exchange of Consumer Goods for New Ones\" (Guo Fa [2024] No. 7) and to accelerate the renewal of special equipment, the relevant matters are hereby notified as follows. I. Work Objectives: Taking the initiative of promoting large-scale equipment renewal as an opportunity, accelerate the phasing out of outdated equipment with poor safety performance and high accident risks, foster equipment renewal, quality improvement, and technological upgrades, continuously enhance the safety, energy efficiency, and environmental protection aspects of special equipment, address a number of safety issues related to such equipment that affect people’s daily lives, effectively prevent and reduce accidents, and boost the sense of satisfaction, happiness, and security among the public. II. Key Tasks (1) Promote boiler upgrades. Strictly implement the \"Guidelines for Industrial Structure Adjustment (2024 Edition)\). Under the unified guidance of local governments, for boilers that fall under the category to be phased out – such as fuel-fired boilers primarily used for power generation, coal-fired boilers with fixed grates, coal-fired boilers with a capacity of 10 steam tons per hour or less, biomass boilers with a capacity of 2 steam tons per hour or less, and coal-fired boilers in areas where air pollution control is a priority with a capacity of 35 steam tons per hour or less – the registration certificates for their use should be revoked promptly. For boilers that do not meet the ultra-low emission standards, such as coal-fired boilers, fixed-grate biomass boilers with a capacity of 35 steam tons per hour or less, and coal-fired boilers in the built-up areas of cities at the county level and above with a capacity of 35 steam tons per hour or less (and coal-fired boilers in other areas with a capacity of 10 steam tons per hour or less), support is provided to the operators involved for carrying out upgrades and renovations, and the use of various types of heat pump units as alternatives is encouraged. Units using coal-fired boilers and heat exchangers that have exceeded their service life are encouraged to upgrade them ; For those that cannot be updated or renovated immediately, the using entity shall be urged to conduct a safety assessment in accordance with the requirements of safety technical specifications. For industrial boilers whose operating efficiency is below the energy efficiency limits specified in the \"Technical Regulations for Energy Conservation and Environmental Protection in Boilers\" (TSG 91—2021) as well as the energy efficiency level 2 requirements set out in the \"Energy Efficiency Limits and Grades for Industrial Boilers\" (GB 24500—2020), support is provided to the operating units to carry out upgrades and renovations in order to improve their safety, energy conservation, and environmental protection performance. (II) Promote the renewal of pressure vessels, pressure pipelines, and gas cylinders. In accordance with the work plan for phasing out, updating, and renovating outdated chemical industry equipment, as well as the lists of prohibited, phased-out, and restricted equipment and devices issued by relevant authorities, a number of pressure vessels and pressure pipelines that do not meet industrial policy and safety standards will be legally phased out. Meanwhile, a certain number of pressure vessels and pressure pipelines with high safety risks will be gradually withdrawn from service or upgraded through renovation. In cooperation with the gas regulatory authorities, efforts are being made to promote the standardized renovation of LPG filling stations; pressure vessels and pressure pipelines in those stations that pose significant safety risks are being upgraded, with a focus on replacing the 50-kilogram gas-liquid two-phase LPG cylinders that do not comply with the standards specified in \"LPG Cylinders\" (GB 5842—2023) ; Encouragement is given to updating liquefied petroleum gas cylinders that are not covered by the specifications in the \"Liquefied Petroleum Gas Cylinders\" (GB 5842—2023) standard. (III) Promote the upgrading of old elevators and the installation of elevators in existing residential buildings. It supports the upgrading of existing elevators manufactured in accordance with the \"Safety Code for the Manufacture and Installation of Elevators\" (GB 7588—2003), the \"Safety Code for the Manufacture and Installation of Escalators and Moving Walks\" (GB 16899—1997) and earlier standards, so that they comply with current regulatory requirements. It is recommended to refer to standards such as the \"Specifications for Improving the Safety of In-Use Elevators\" (GB/T 24804—2023) and the \"Technical Requirements for the Disposal of Key Elevator Components\" (GB/T 31821—2015) in order to update or technically upgrade old residential elevators or their components. It supports the installation of elevators in existing residential buildings, encourages the adoption of new professional models for elevator management in residential areas, and seeks to develop service providers that offer comprehensive solutions including elevator management, maintenance, and self-inspection, in order to overcome the short-term competitive challenges in the field of residential elevator management and maintenance. (IV) Promote the renewal of old passenger cableways. Cable grippers and clamp devices that have been in use for 15 years shall be phased out in accordance with the law. Support the upgrade of chairlifts in scenic areas to gondola lifts. For passenger cableways that have accumulated an operating time of 40,000 hours or have been in use for 15 years or more, it is necessary to conduct disassembled inspections of key components such as drive bypass devices, sheave assemblies, reducers, and carriers in accordance with relevant standards such as the \"Technical Requirements for Major Repairs of Passenger Cableways\" (GB/T 34368—2017), in order to carry out major repairs or replacements. Passenger cable cars with a longer service life are encouraged to undergo equipment renewal and technological upgrades in order to improve their capacity, safety performance, and riding comfort. Encourage research on key technologies for passenger cable cars and the development of industrial equipment, so as to further improve the manufacturing standards for cable car equipment and enhance its safety and reliability. (5) Promote the renewal of large-scale amusement facilities. Large-scale amusement equipment, as a whole or its main load-bearing components, that have reached the end of their designed service life and no longer have any value for use, shall be phased out in accordance with the law. Urge the improvement of equipment such as cliff swings and zip lines that do not meet current safety standards, and encourage their upgrading. It supports the replacement of vehicles, load-bearing systems, drive and braking devices, or the overall renewal of high-risk large amusement rides such as roller coasters that are designed for long-term operation, especially extended use. It supports the upgrading of existing large-scale amusement facilities manufactured in accordance with the \"Safety Specifications for Amusement Devices\" (GB 8408—2008) and earlier standards to equipment that complies with current regulatory requirements. Manufacturers must be urged to strictly regulate the safety assessment process for equipment with extended service life; such equipment should undergo thorough disassembly, inspection, testing, and experimentation, with any necessary repairs or replacements carried out. They are also required to assume their responsibilities regarding quality and safety, including providing after-sales service, technical support, regular follow-up inspections, risk warnings, and defect recalls, in accordance with the law. (VI) Promote the renewal of lifting machinery and specialized motor vehicles used within sites (factories). Focusing on metallurgical cranes, mechanical parking equipment, and cranes with high operating levels, the renewal of such equipment and their key components is being carried out in an orderly manner. Support the intelligent transformation of lifting machinery used in harsh environments within industries such as steel, metallurgy, and cement. Increase the promotion of advanced products and technologies for lifting machinery and specialized motor vehicles used in industrial sites, encourage the use of high-strength steel as well as technologies such as intelligent connectivity, integrated transmission systems, and overall processing methods, in order to enhance the capacity to supply products that are highly reliable, intelligent, and environmentally friendly. III. Safeguard Measures (1) Strengthen coordinated inspections. By leveraging the registration data for the use of special equipment, the service life of such equipment can be determined; old equipment that has been involved in accidents or has numerous safety hazards is identified. Procedures for canceling or updating the registration of special equipment that needs to be phased out or replaced are carried out promptly, and information sharing with relevant departments is enhanced. Actively cooperate with departments such as those responsible for development and reform, industry and information technology, ecological environment, housing and urban-rural development, culture, and tourism to accelerate the process of formulating plans and obtaining approvals for the renewal of special equipment, thereby ensuring that the tasks related to the renewal of such equipment are carried out in the respective regions. (II) Optimize service support. Units that use such equipment are encouraged to engage production companies and technical institutions to conduct relevant safety assessments, and to propose reasonable suggestions for the upgrading, modification, or major repair of older equipment. Strictly enforce supervision and inspection of special equipment, strengthen technical oversight, and ensure the quality and safety of upgraded equipment ; In line with the principles of \"safety, simplicity, convenience for users, and efficiency\", the processing procedures are optimized, green channels are established, and convenient and high-quality services are provided to ensure the steady advancement of the renewal of special equipment. (III) Improve regulations and standards. Leverage the regulatory and guiding role of laws and standards, accelerate the revision of regulations related to the safety, quality, energy consumption, inspection, and testing of special equipment, and improve the standard system for the quality and safety of such equipment. By using standards to drive equipment upgrades, it is possible to phase out equipment or its key components that are severely outdated and prone to failures, thereby eliminating potential risks in a timely manner. (IV) Strengthen demonstration and leadership. Following the principles of government guidance, market leadership, corporate voluntariness, and orderly implementation, it is necessary to give full play to the role of demonstration and leadership. Users are encouraged to seek relevant support policies actively, formulate reasonable plans for renewal, transformation, and upgrading, guide enterprises to phase out outdated equipment, and promote the use of advanced products and technologies for special equipment.
