(1) Shutdown and reactivation of special equipment 1. If special equipment is intended to be shut down for more than 1 year, effective protective measures shall be taken, and a shutdown sign shall be installed. 2. Within 30 days after deactivation, fill out the “Registration Form for Deactivation, Scrapping, and Cancellation of Special Equipment” and inform the registration authority. 3. When re-enabling it, an inspection should be conducted, and the reactivation procedures must be carried out at the registration authority. For items whose periodic inspection validity period has expired, inspections shall be conducted in accordance with the relevant requirements for periodic inspections ； Those that have not passed inspection shall not be put back into service. (II) Scrapping of special equipment 1. Special equipment that poses serious accident risks and has no value for renovation or repair, or that has reached the scrapping deadline specified in the safety technical regulations, should be scrapped promptly. 2. The using department shall take necessary measures to eliminate the functional use of such special equipment. 3. Fill out the equipment scrapping application form; after it is approved by the person in charge of special equipment safety management and the main supervisor, the equipment is scrapped, and the company’s safety and finance departments are informed. 4. When special equipment is to be scrapped, for such equipment registered on a per-unit (set) basis, scrapping procedures must be carried out. The “Registration Form for Deactivation, Scrapping, and Cancellation of Special Equipment” must be completed, and the scrapping procedures must be handled with the registration authority; furthermore, the usage registration certificate must be returned to the registration authority. (III) Requirements for continuing to use special equipment that has reached its designed service life: When special equipment reaches its designed service life and the management personnel of the using unit consider it suitable for continued use, it must pass inspections or safety assessments in accordance with the requirements of safety technical specifications and relevant product standards. Only after obtaining the approval of the person in charge of safety management at the using unit and the approval of the principal responsible person, and after going through the procedures for changing the registration details, can such equipment continue to be used. For those that are allowed to continue use, measures such as enhanced inspection, testing, and maintenance should be taken to ensure safe use.
