Expansion joint issues on heat exchangers

I would like to ask: a ring of plate is welded on the inner surface of the expansion joint in the heat exchanger. What is its main function? Thank you!
Reduce the flow of medium into dead zones where heat exchange is not possible, and minimize the increased flexibility of the cylinder due to the expansion joints installed in it.
Illustrations can explain the issue more accurately
My understanding is that there are two functions: 1. To break up vortices, preventing vortices and accumulation of the medium from forming in this area. 2. Enhance and increase the mechanical strength of the expansion joint.
