Is such a condenser tube sheet reasonable?

Today, we replaced a condenser made eight years ago to see if the piping arrangement on the tube sheet is reasonable and what the heat exchange efficiency is like
Send the picture again to see if it’s normal.
I’ll try it first to see if there’s anyone who can explain it.
This is a one-way condenser; I think it’s unreasonable not to have pipes running along the middle section, and the spacing between the pipes is too small while there is empty space around them. In either case, water will take a shortcut, which hinders heat exchange and results in low efficiency.
The one in the middle clearly has something inside; there should be a partition there to separate the sections
Anyway, I don’t think it’s reasonable; there will be a relatively large flow rate on the sides of the shell, and the flow velocity inside will be uneven. If there are fake tubes inside, then that’s another matter
There is no partition for dividing the flow; it’s a simple single-pass system, and there are no fake tubes inside either.
