Heat exchanger disassembly and installation structure

I’m asking for help from fellow seafarers in Haichuan. I have a question.: The structure of the heat exchanger is as shown in the figure: Due to the use of the heat exchanger we are using now, the filling in the middle layer must be replaced every month. Plate 1 is welded to the inner and outer cylinders, while plate 2 is movable. Both plates pass through 20 heat exchange tubes. Our current disassembly plan is to first remove the welds at plate 1 (the welds between plate 1 and the inner and outer cylinders, and the welds between plate 1 and the heat exchange tube), then pull out plate 2 and replace the filler. However, since the 20 heat exchange tubes are not necessarily connected through the tubes, the plate 2 is very difficult to pull out, so it is very time-consuming to disassemble (the size of the tube hole on the plate must meet the process conditions, and the gap cannot be expanded). Do you have any good suggestions?
