Frequent coking in the heat exchanger

The heat exchangers in the decarburization system with seven towers develop fouling after being in use for a while, and fouling reappears after about ten days of use following cleaning. I would appreciate it if experts could explain this phenomenon and suggest solutions
It still needs to be solved from a process perspective. Can the discharge at the bottom of the tower be increased?
Increasing the effect didn’t work very well either; using high-pressure material for recoil gave only average results
