If you don’t promise to have it made, why should the manufacturer design it for you?
I don’t want his design; what I need is a design that includes manufacturing.
So you can just go straight to the heat exchanger manufacturer and give it a try, saving on design costs.
You want the manufacturing factory to handle the design for you, and then you go ahead and quote to the client. Whether or not you entrust the work to the factory depends on whether you can secure the project, or whether the factory can meet your quoted price.
He hasn’t secured the project yet; he’s just reaching out to various manufacturers for quotes. It’s a bit despicable!
